You usually don't. In most attics, new blown-in insulation can be added over sound existing material. Removal becomes worth paying for when the old insulation is wet, moldy, or contaminated by pests: the EPA warns that porous, absorbent materials that grow mold often can't be fully cleaned and may have to be discarded.
What are the actual signs removal is warranted?
A roof leak or plumbing leak that saturated the insulation, visible mold, or heavy rodent droppings and nesting are the main triggers. In those cases a company removes and disposes of the affected material, corrects the moisture or pest source, and then re-insulates - a larger job than a simple top-up, which is why it is quoted separately. See our [removal cost](/guides/attic-insulation-removal-cost/) guide for pricing, and [asbestos insulation removal](/guides/asbestos-insulation-removal/) if the material is older than a few decades.
